The site sits between Junction 18 of the M60 / M62 Motorway at Simister Island, and Junction 19 of the M62 at Middleton. The site is part of the Northern Gateway Development/ Atom Valley Site.

The site is allocated for employment development under policy JPA1.1 of the recently adopted Places for Everyone Development Plan. The site sits within the Northern Gateway Development Framework (NGDF) area. The NDGF has now been adopted by both Bury MBC and Rochdale MBC and will be the main material guidance in determining planning applications for the site and the wider area.
